The Buckeye Bond:

Connecting Women Veterans Across Ohio

This month marks the launch of our inaugural WoVeN State Ambassador Highlight, featuring the passionate leaders representing the great state of Ohio:

Jessica Shipp (U.S. Air Force) and Tonia Tolbert-Moore Baillargeon (U.S. Navy).

Read their responses below to learn about what inspired these Ambassadors to step into this role of connecting, empowering, and fostering a sense of community among women Veterans across Ohio.

What inspired you to become a WoVeN Ambassador?

Jessica: I was inspired to become a WoVeN Ambassador to connect women with each other in my state.

Tonia: I was inspired to become a WoVeN Ambassador because I am deeply passionate about supporting other women Veterans as they navigate the often-complex journey of transitioning to civilian life. I know firsthand that this process can be overwhelming and isolating, and I want to be a source of guidance, encouragement, and connection. My goal is to help women Veterans access the resources and tools they need to thrive - whether that’s in their careers, health, or personal well-being - so they can live fuller, more empowered lives beyond their military service.

What are you most excited about as you step into this new role?

Jessica: I’m most excited about making connections with others and helping women meet one another.

Tonia: I’m most excited to step into this role as a beacon of hope, sister to the sisterless, a listening ear, and a champion for freedom and independence. I look forward to creating a safe and empowering space where women Veterans can feel seen, supported, and valued. This opportunity allows me to build meaningful connections, celebrate our shared experiences, and stand together as we continue to grow beyond our service.

How do you hope to make a difference in your community through WoVeN?

Jessica: I hope to make a difference by connecting women Veterans with one another.

Tonia: Through WoVeN, I hope to bridge gaps in awareness and access by connecting women Veterans with vital resources that can enhance their quality of life. I want to help guide them toward opportunities they may not even know exist and empower them to embrace their strength, resilience, and worth. My mission is to uplift, support, and inspire other women Veterans, reminding them that they are never alone in this journey.

What’s your favorite resource or way to connect with other Women Veterans in your state?

Jessica: My favorite resource is the Wounded Warrior Project.

Tonia: My favorite way to connect with other women Veterans is through virtual platforms, which offer flexibility and accessibility for those with busy lives or who live in different areas of the state. I also enjoy meeting in person when possible; there’s something powerful about face-to-face conversations and shared experiences. Whether online or in person, these connections create a sense of belonging and community that is truly special.

Together, Jessica and Tonia embody the heart of WoVeN’s mission, and as the first Ohio State Ambassadors under WoVeN Connect, they are paving the way for women Veterans across the state to find support, strength, and community in one another.

Coming Out of Stealth Mode

Nearly 150 women Veterans gathered in Kearney, Nebraska, from September 19–21 for the annual Nebraska Women’s Veterans Symposium, celebrating women’s impact on the military and highlighting new resources.

WoVeN National Trainer and Peer Leader Teresa Shane attended for the fourth year, sharing WoVeN’s message of connection and support. “This event is a gathering of women who served, and those who serve Veterans,” Shane said. “WoVeN is an important resource for anyone who may feel isolated or unsupported.”

This year’s highlight came from Air Force Major Jennifer Crum, a B-2 and T-38A Evaluator Pilot at Whiteman Air Force Base, who advocated for pregnant pilots to remain on flight status. Featured in the upcoming docuseries The Watch, Crum shared how she “came out of stealth mode” to use her voice for change.

Her story of courage, leadership, and paving the way for future generations resonated deeply with attendees. As Shane reflected, “Major Crum’s message is one all women Veterans need to hear: Come out of stealth mode. Bring a light to our stories.
